Mobile app

We need a cloud based database built along with an application for android and ios. The database will correlate with QR codes that will be placed on retail food items, primarily protein products (steaks, fish, chicken, etc). Once the QR code is scanned, we want to give the user the option of: 1) playing a video about the product (housed in the cloud based database and app) or 2) going to/downloading the mobile app We want the build to have a catalog for individual brands and products under those brands - with each item having a separate landing page. I'm not sure if we also need to integrate a website into this initially. Ideally, we would like a housing/storage area for the related QR codes. Not sure if it's possible to build into the app and actual QR code generator? Our clients will be retailers and brand owners so we need to come up with some sort of portal for them to share content with us. The actual user will be the consumer (the grocery store shopper). One thing we want to avoid is forcing a consumer to download the app in order to give them the information. One of the initial uses of the app will be to provide a consumer with a short "how to cook this video" or source video to show the consumer information about the particular farm the animal was raised on, etc. The QR Code will connect the user to the information. We plan to focus on protein products and implement much more dynamic content. We would like a freelancer or agency that has significant experience building similar applications and cloud based databases that can finish the project as soon as possible. This project could turn into an ongoing working relationship.
