Build me an app

PLEASE READ THIS: This here is the instructions that will ensure I even consider looking at your bid. If you cannot do what I wrote here then this project is not for you. I need someone that can follow my instructions exactly. I need a professional app developer to program an Android and iPhone app for me. The project will be done in stages and it will also be paid in stages. I am not going to pay you money up front. Too many developers have left me stranded and I have learned my lesson. I will pay the first installment when the project is 30% complete. To me that would be all offline functionality and since it is just a bunch of forms and pages it should be easy. I will pay $1000 when we reach that goal. The next $1000 when we reach 60% and the last payment when the project is 100% complete, tested and live. I will also pay a big bonus if the project is done in such a way that I am impressed. I have 4 projects that must be completed and this one is the first but also the most difficult one. The projects is an app that will have instant messenger, file sharing, and lots of other things which I am not going to discuss here. We have written the web service and we will provide you with all the apis. All you have to do is it make it display on a mobile phone. So it is not a hard app to do but I am a very difficult customer and I hate it if people do not follow my instructions correctly If you are here to try and rip me off or waste my time then you better not apply.
