AWS Script to Renewl Elastic IP in Windows

After I define the AWS account information and instance ID in the code the script will: 1) Dissociate current IP 2) Release IP or release IP 3) Allocate IP 4) Assign IP 5) Validation step: Check to see if there are any unassociated IP's on the aws account or if there are currently more than 1 elastic IP currently assigned. If 1 or more of these conditions are true and the script did not do its job correctly so it releases all the IP rerun the script until all ONLY 1 IP is associated with the instance. This saves extra billing costs unnecessary to incur. I will never have more than 1 assigned and 0 unassigned ips on the account hence the script's configuration. I will run it for a few machines on 2 more different aws accounts to I need to change the username +password in the script, and instance ID. Please ensure to consider other changing parameters such as private IP. This script should be a .bat and I will run it on an interval in windows task manager in server 2016.
