Design a wordpress plugin

I need a wordpress plugin developed, I will give you a little bit about the project-the plugin will offer tickets from my site [login to view URL] we would like a plugin that will offer tickets based on the reader ip address -- we also need the plugin hosted on our servers and submitted to wordpress so please have some experience with this, this is an in depth project--we would like to be able to connect with you via the phone we are located in NY. The plugin itself will be offered for free within the wordpress platform. To give you an idea it would sort of act like an xml site--but we would like the plugin to offer tickets bases on a few categories-sports-concerts and college. The plugin will view 5 sets of tickets based on the area the reader lives in. Please have wordpress plugin experience. This is a project we would normally try to accomplish but time is not on our side.
