add ie css

Supply new css to make IE6, IE7, Firefox 2 and 3 and Safari Mac & Win display [login to view URL] like Firefox 3 does now (after correcting the little 3 or 4 pixel glitch at top left of the maincolumn). No developer access to the server will be needed; the deliverables are the css changes including browser specific css as needed, and possibly (minimal) javascript if absolutely needed to make the navigation display properly.
