CSS and HTML- 2 page templates

Have html and css template and need some tweaking to get the consistent html pages displayed, same height and width as the main page. I need one with a main fixed body with a smaller footer at bottom of page for a google advertisement and some html. Then I need one other page that will scroll with the amount of content I place in the main body. This will have the google advertisement and the small html box for other information as indicated in attachment. I will provide html and css as well as standard images. After these templates are built I will do my own text and image editing. Thank you. Has to look the same in every browser. Very important.
