I'm looking to outsource a website for one of my client. Please go through the following details and put a reasonable quote. I guess you have heard of the IELTS exam? The website would be providing a writing and speaking testing service so that students can check their level before taking the exam. I would need: - a way for customers to upload their writing in a word doc and for that to be returned to the customer in a word doc through the site - a way for customers to connect with teachers via skype (or similar) and for that to be timed by the minute and then automatically charged (not sure if this is possible - if not, that's OK, customers could pay in advance for a set number of minutes) - a way for customers to pay, including all the normal options such as credit card and paypal - a way for the owner to take a percentage of that payment and for the rest to go to the teacher / marker - a page profiling the teachers / markers and giving evidence of their qualifications (eg scans) That's the basic idea. I'm looking for a professional freelancer or a team to build this using latest web technologies. The project will the given for the annual maintenance after the development. Also, please don't COPY/PASTE the proposal (you will be wasting your bid), I want a rough timeline, technology to be used, process and quote included in the proposal. I need to start this before 1st of April. Thanks
