I have personally worked on such projects by downloading template -> opened its source code in IDE -> made changes to the source code in accordance to the requirement of the user -> language used JSP and for database connectivity used JDBC -> for front end such as such generating events on user's actions used jQuery + ajax ,CSS ,etc -> at the end deployed whole website on the apache tomcat server to run on the local as well as for the testing purposes.
