CSS: Make website Cross-Browser Compatible

I am looking for somebody that is well versed in CSS to make my current website render properly in IE7 and Safari. Currently, the page renders properly in Firefox, IE8, IE9, and Google Chrome, but it renders horribly in IE7 and below. IE7: Simple renders horribly...positioning is way off. Safari: Everything renders properly, except for text positioning under the "SERVICES" on left of page. I would like the webpage to maintain its current browser compatibility with Firefox, Google Chrome, IE8, and IE9, and in addition, acquire proper cross-browser compatibility with IE7 and Safari.
