CSS website - layout design, 1 page

This is quite a small project but I do not have time to do it. It must be just 1 page and I would like the psd / source files afterwards. The look must be quite "cartoon-ish" and be coloured nicely like web 2 colours. The main content area must be fixed width and display on IE and Firefox. I will add all of the content - I just want a very sleek, high quality design layout. Please see the specification sheet for details, I do not have a very big budget so it can take as long as you want. There is also a good chance of lots of little jobs in the future.
