Admin for site with registration

I am needing help with a project, I have to many irons in the fire and don't have time to complete. I need an admin with These features to change site , edit users, add users, delete users, suspend users, features users, This script plus allow 5 image uploads, multiple admins, simple news, simple statistics such as how many members and how long they have been members, along with grabbing thier IP., The admin must be able to sort by Date Joined, Name, Email Address, when searching for members to modify, The Image uploads must use the GD Library, and if thier is time I need you to include membership setting such as gold, silver, bronze, basic that can be changed throught the admin. This script also Requires a registration script to allow users to signup, I will provide the options after I choose you. I will be providing the html templates, with css, and images, along with all of the fields in place. I have a limited budget for this project, but if you do a good job and deliver on time, I will be having alot more project for you in the future. Time frame for this project to be completed is by Sunday Night 9:00 CST Or No later than Monday at 9:00 CST The individual Choosen for this project will be picked within the next 4 hours
