css fix: fix footer in firefox and ie 7.0

Please see attached screen grab. This is from IE 7. Notice how the footer is over the text. It doesn’t properly scroll down. I believe its either the CSS or how we are doing the DIV tags. In firefox the text goes above the footer, but is essentially the same issue. Job is to supply a solution that resolves this issue without affecting the rest of the layout. php template file and css file are attached for your evaluation.
