CSS/Graphic Design for DZOIC Handshakes

We are looking for a skinner, designer or developer to skin our DZOIC Handshakes social networking site. We have the design as PSD files. At this point, we're only looking for someone to change the visual feel and layout of the entire site as a template (CSS Style Sheet and 1 or 2 minor tweaks), but we'll want the person to tweak the site more in depth (possibly creating, installing mods, etc) as additional, paid jobs. Handshakes is pretty stale and will require someone who is familiar with CSS, but also someone with a good eye for design. Bidders must be familiar with DZOIC Handshakes. We would like to see samples of your work (preferrably something alive and showing off your CSS skills), so please post links to your portfolio. You must be able to deliver the final product within 3 weeks of start. We will reserve the right to ask for modifications, but we're fair and realistic. If it's something we added after the fact, then we'll compensate accordingly out of respect.
