CMS Website Designing Every Month

Requirement is for the CMS website designer, capable of making custom themes with the latest and interactive features. I have every month 4-5 projects extra, for which looking it to outsource it to some one who not only can design but CAN DELIVER IT ON TIME. Every project Should get complete in one week duration, given to the point that all the content, ideas, ref sites, photos would be provided on time beforehand by me. As i will be provinding the work in bulk and for the long term, it is requested to bid reasonable amount . I would like to have amount quoted for the 4 projects in a month, requirements for each may be - 10-15 pages, no ecommerece, flash elements, ajax/jquery, 2 custom templates to choose from, and other industry specific must to have details.
