Code a bot for populating a portal with data we desire to load.

I need someone to work on a bot which can take in information from another website or excel file and populate our website whilst creating groups and communities. Now this should be simple give the fact its a standard pishing or spamming code designed to over load a portal. This time around it should be controlled.
