Community services site

Looking for a Ruby on Rails programmer to help with a community site. Basically, people in our neighborhood who are looking for the same service (cleaning, mowing lawn, fix furnace etc.) can make a group, and then find a service provider. Each group has a common page, where they can discuss the service provider (quality or service star ratings, comments) So, the basic functionality is: Register Login Select the services one is looking for from a list Join a group looking for similar services, likely according to postal code Pick a vendor from a list Have a page to discuss the vendor with the other people in your group Pay for the services with a credit card.
