Custom CMS for vegetarian website

We are an SEO firm and looking to build for a client of us for a website that could be easy to update later through a back end system (CMS). I prefer a custom one that is straightforward to use other than the open source ones such as Joomla wordpress etc., as client knowledge of IT is limited. If you have a simple CMS you have developped yourself and used in previous projects, please provide links of examples in your bid. The website should look clean and professional. Menu colors would be green and back ground white. Specific functions that would be required are: -A download page (client can upload PDF or files through the admin system, and visitors can download from the site). -A forum (open source forum such as SMF can be used but customized with the site design). -Links page (client can post link through back end and they will be available on the site). -A news page (where client can post news from time to time, it can be a blog as well, feeds on latest articles should be available form home page). The site would be in two languages so a copy would be uploaded to a sub-directory for the second language. Maximum budget for this project is USD300. Project timeline as below: -Designer submit 3 or 4 designs (.gif or .jpeg files) for client to confirm or modify) -Development -Confirmation and final changes We hope project can be completed within 10 days of programmer selection.
