Create custom Joomla/Community builder addon

hello I use Joomla 2.5 with last version 1.9 of Community Builder and last CBsubs plugin version 2.0.2. I'm not a PHP coder but I'm a well experienced webmaster/integrator using Joomla and CB since many years. My goal is to allow some specific users of my site to create/add new users (in both Joomla users and CB user database table) from frontend when they are already logged-in. In fact Joomla (like all others CMS like Wordpress, Drupal and more) do not allow to create users from frontend when already logged-in. Creation is only possible using the default user registration form who is only available to Public not logged-in users...or to create user from backend (when logged-in as Administrator but is not what I want). In practice I need to get the same kind of CB registration form and the whole registration process must be handled exactly like if CB was used for register. I need also to include some CB events triggers like: onBeforeUserUpdate onBeforeNewUser onBeforeUpdateUser onBeforeUserRegistration onSaveUserError onAfterUserUpdate onAfterNewUser onAfterUpdateUser onAfterUserRegistration onBeforeUserConfirm onAfterUserConfirm In addition I need to place the newly registered user inside the default Cbsubs plan. I don't know here if is required to make a component, module, Joomla plugin or CB plugin but I need to get something well coded, secure, compatible and light. Then if you are awarded, I will create a 50% milestone for start the project and release the other 50% when the project will be completed, well tested and bug free.
