Convert a PSD into Wordpress or Joomla site

Hi, I have a psd of home page of a restaurant site. The functionality of the site includes 1- Subscription to newsletter 2- Allow upload of the menu 3- Uploading pictures 4- Using Javascript on home page for menu and pictures. We should be able to change that from the backend. No flash 5- A gallery of pictures with small description. This needs to be dynamic. 6- Valid div based xhtml. Cross browser compatible. I need this done asap. Budget: $30 If you cannot work within this budget don't waste your time by placing a bid. It is a good opportunity for a new provider to get some feedback but you will have to prove your skills.
