Building and custemize a new IT Website

hello all programers i need a website for IT Company, not more then 10-15 pages with one password protected page for downloads, it supposed to be also a support site so that users can read and download software from links. the site should be rtl - right to left and in Hebrew lang, if u dont know hebrew i dont mind that u make it in english and i will translate after, as long as it can be done. the menu should be on the right side or middle menu in the header. i also need a news marquee that i can update every couple of days from my control panel. not have to be all flash or part flash but will be great if it will contain a bit of [login to view URL] top banner should be great. examples sites : [login to view URL] [login to view URL] [login to view URL] site must be pro level.
