Access 2003 record limiting

I have an Access 2003 program that I need to control the number of records allowed in a specific table.? I need the user to be able to buy blocks of new records over the internet. Security is paramount.? I do make it an .mde file but it is critical they cannot use an end-around to enter records ## Deliverables Rent A Coder requirements notice: As originally posted, this bid request does not have complete details.
