C++ calling php web service to upload a file

I need a PHP web service that is consumed by an console application written in VC++ ver. 6.0. I need both the PHP web service code and VC++ code. PHP web service function should be something like uploadfile(stream) or uploadfile(textOfFile). The goal is to upload file through VC++ legacy application on a PHP server. The file is not expected to be more than 1 MB, though can't be guaranteed so sending through stream is preferred than sending the text itself. I just need a proof of concept not the optimized code so I'll definitely not pay more than $30.
