Community POrtal 7 Hosted App

Hi, I have a partially completed website that I created in ASP and MS Access. The website is a community style site where users sign up and administrators add content and administer accounts. I need someone to recreate it in PHP and MySQL and also improve the code. There is still some work to be completed, I have started the administration pages, but there are about 35 additional pages that still need to be done. I also want to improve the interface/look and feel, so the current layout will have to be changed - I have a few examples that I want to model it after. I will include a very basic text based layout including the forms pages with the required fields, so all you will have to do is create the logic and make it look pretty. This is a multi-user site where there are users that register to use the front end, and there are super admins, administrators, and limited users that administer the site from the back end. I am looking for good database structure, professional code, coding techniques and site structure. This is a project that requires attention to detail.
