Greetings, as the Application that you are actually asking is not just a simple website but instead a fully Application that needs to be developed and also TESTED in REAL devices i can make this Application for you in Phonegap(Cordova) that it will be based on HTML5, CSS5, Javascript / Ajax , and JSON / XML it depends what your server is giving back as a response either from your API (if you have developed one) or from whatever entry access points the Application can access and then it can compile into a Native Application either for IOS or Android or whatever you need it. I own an iPhone 5C with the latest IOS and also Android Phones & Tablets that i can use for Real testing of the application. Meanwhile while the program / application it is in the developing and -or- during the testing phase, there is a chance (as most of the people do) that maybe that you will need some changes either because you saw something that it needs to be added or changed. :) That means that you also need someone that you will be able to find and communicate with him, that is something that i can guarantee to you.
