Convert a Template to a Website

Hi, I’m looking for someone who can help me with a small demo MVC web site. I'm looking to accomplish three to four things and don't have a very big budget. 1) Convert a CSS template to MVC 2) Add dynamic menu system based on a database 3) Give the user a feature to allow them to switch the location of the menu from right to left and back if they want.
