Build a Website

Hi, I am looking for quotations for full build of my website. I have all the blocks in my head and on paper, but I need someone to put it all together and make it into a website for me. The idea - in a nut shell it is similar to site such as MyBuilder, and Freelancer but for a different target audience (this is a secret by the way!). I have given a brief breakdown and also attached a flow chart, hopefully this helps, obviously, anyone that is interested in the works, I will take a can opener to my head and unleash the contents for you! I do have a lot of the plans on files. 1 - I want people (users) to be able to create their own personal work profile with past job and have the ability to upload any qualifications/certificates etc. They then have a list of skills to choose from and using a 'check box' they can select which of those skills apply to them. Finally, the ability to select a distance they are willing to travel. 2 - I also want a different login section for business users, where they can create a page for their business, this will be set on a 3 tier monthly subscription package. 3 - Business Posts a 'job', giving a brief outline of works. Again a 'check box' to select desired skills and a location. 4 - This job gets emailed to all users who have selected interest for that skill set within the location boundaries. 5 - The User can then say if they are interested in the job. 6 - All interested parties are emailed to the business, where they can see the users profile. 7 - A suitable user is selected for the job 8 - Contact details are exchanged 9 - Feedback can be left by both parties (something simple, a start rating with a one line comment will suffice). Feedback will be visible on both parties profiles in a % Hopefully that outline can give you a rough idea of what I need and you should be able to show interest if desired. The website MUST be mobile friendly and will hopefully be followed up with an APP. I will require ongoing help with growth and tweaks etc so I am looking for someone who can help in the long term as well as the short.
