Design a Website

Hi, I need to create a one page responsive website. The sense that it is all on one page with very smooth transitions and such things. If you take a look at the attached PDF that is the standard to which we require the website, in full HTML and CSS. The idea is that each section has a select space within the page and then when you click on each there is a scrolling transition within the page. The next issue is for each sub navigation part rather than scrolling downwards there is a transition or script which will horizontally go to the other part of this section.
