Design and Build a Political Matching Website

In the most general sense we are looking to develop a website that pairs users with the politicians that best match their view point. For an idea of what we are trying to accomplish please visit www.isidewith.com. Although isidewith only matches people based on political party, we seek to match people to politicians regardless of what political party they are with. We already have the processes and methodology of the matching designed and we are now seeking implementation. We are looking for a developer to build an entire framework here so that includes full ruby on rails development for the system as well as html, css, ect front-end and all database creation on the back-end. Design is also a major factor here as we have a vision but no designs yet so that will be a large part of the job and examples of past design will be an absolute must. The site needs to have the following main features:

 1) user registration as well as profiles that track questions answered and use the answers to match the user to politicians. 2) Automatically pull the location of the computer visiting the site. Then based on that location pull from an API to give the user the politicians for that district or the candidates and measures on the ballot for that area in voting season. This is not a small job and it is important to be able to prove you have the capability to handle this. We will be working together to finish up the design and implement new features as the project continues so it is important to be flexible. All code must be well commented and we will be reviewing all code. We have more information that will become available to the individual who wins. This includes information on the organization, framework, usability, system analysis, and equations used for the website. But right now we are leaving it at that and need to find a well round developer or development team that has the ability to swiftly and efficiently implement a system like this. Important Notes: - Examples of previous projects will be required. - Confirm you are willing to sign an NDA and the 2 year non-competition clause. - Confirm that you have experience in SEO and that the site will adhere to SEO best practice. - Outline what hosting and CDN solution you will configure and use for this site. The website must load fast in USA. - Please outline how testing the website will take place and at what intervals and how is this carried out. Also, once the website is complete, what timeframe will full testing take place? - Should any bugs/defects arise after testing and the site has gone live, what length of time will you provide to ensure free support to fix these bugs/bugs (your SLA Service Level Agreement) - How will you make sense of the information/documents we present to you before you code to ensure everything makes logical sense... i.e will you initially create wireframes etc?
