Build Customized Excel Spreadsheet

I would like to have a customized spreadsheet that takes inputs and automatically displays some images at the intersection of the two points. More specifically it is a capability cross walk chart. I have attached an image of what I would like a spreadsheet showing how I would imagine the inputs being organized. The chart will have clients on the horizontal axis and work requirements on the vertical axis. I want the inputs for the clients and the work requirements to be drop down menus so I can put a client. Once I choose the combination of client and work requirement I would like the cross section of where they meet to automatically populate with a green circle, a yellow triangle, a grey circle, or a red circle. On a different sheet I would like to have the matrix that the chart will draw from. I want to be able to easily update/amend both clients and work requirements as needed. I don’t even know if it is possible to do this with images. Thank you.
