I would use a small 8-pin micro-controller to accurately control charge and discharge thus protecting and enhancing battery life. Additionally LED dimming control can also be incorporated.

I have done something similar, using passive sensors and some connectors which I ordered from the usual good manufacturers. Good with PROTEUS or EAGLE.
