Create a Counter Strike Global Offensive mod

Hi, I need someone who is familiar with the tools you use to make Counter Strike Global Offensive mods. CS:GO is a FPS shooter, where you also can modify the gameplay with tools, however, I am a complete novice at programming. [login to view URL]:Source_SDK_FAQ The mod I need to have created seems kinda simple. In a game, there are these things called 'props'. A prop is an item, like a tree, a chair, a wooden fence, you name it. What I wanna do is simply make everyone on the same server able to spawn the stock props of the game. This mod will therefor need to be a server side mod, and NOT a client side mod. So what is the intention of my mod? I wanna make a server where you can build stuff, it's that simple. The possibilities are only limited by a player's fantasy and ability to build. I will create the map that the mod needs to be played on, as the map is rather simple and only needs to be nothing but a big empty space, where people can build. Details and features: Anyone can save whatever they build on the server. The save feature will save all the props that he/she has spawned. Rotating a prop X,Y,Z. I want everyone to be able to rotate their props. XYZ means that it can be rotated in 3 ways. 1: imagine that you have a wall standing upright. Then you can lay it down. 2: the same wall is upright, rotating it this way will tilt the wall sideways. 3: this will rotate it horizontally, or in other words, make it spin around itself. I don't want you to create an animation of a wall spinning, you can simply just adjust the way the wall is pointing and such stuff. Moving a prop up, down and sideways. Simple as that, I want to be able to move my prop, either up, down or sideways. The save feature will be possible via Steam IDs. Kinda like a phone number, but just via IDs. An ID is connected to a person's profile, and with that, you can save your things. I want up to 10 saves available. I would also like to add a feature that makes you rotate and move the props in various ranges. So for example, you can choose to move a prop 1 meter, or 2 centimeters. When you clicked for example '3' for the 'move' option, you would go into the move menu, where you have the ranges that you move your props in. The numbers next to the features are the current range settings of the features. Another feature to add is transferring a save to another Steam ID. With this, you can give other players' your saves. I will use that for a market place later on. I know that everything seems a little blurry, and it is.
