Convert hand-drawn sketches into CAD documents

Convert 2 hand-drawn sketches (attached) into CAD plans for printing at 1:200 scale. Some dimensions included on drawings, others to be scaled off. A high degree of precision is not necessary. Drawings to have standard elements such as north arrow, scale information etc. First plan is a site plan, and is to include an overlay of the aerial photograph (also attached). Key elements from aerial photograph to be transposed to CAD along with handwritten annotations (in blue). Second plan is a floor plan, and is to include the existing structure as well as the hand-drawn additions. All annotations (in blue) to be transposed. All drawings to have provision for 3D at a later date, but no height data is currently available. Drawings to be submitted in the form of files able to be printed to scale on a standard plan printer that is not necessarily runnng CAD (presumably pdf).
