C++ Develpment program

I need someone who can develop already existing C++ Program. Copy of the program is attached. What is required is developing this program is improving the accuracy and efficiency of the existing algorithm. There are a number of techniques one of them is data partitioning ( Rule-Example Conversion, Rule Weighting, Iteration, Good Rule Selection, Data Dependent Rule Selection, Windowing and others). The professional who would like to take this project must have the following: 1-Excellent command in programming in C++ 2-Very good knowledge in Database. 3-very good knowledge in Data mining and Machine learning.
