ASPX / MSSQL script needed

What I am looking for is not an entire website, but just a small script to perform a function. You can go to [login to view URL] and see a short example of the output I'm looking for. I need to loop through the database and return the results into the formats on the page. For pages that are paid advertisers they should be formatted as the first div, everyone else should be as the second div. They would order first by state, then by featured results at the top, then by remaining ads at the bottom. Featured ads should be alphabetical as should the non-featured ads. Kind of like sponsored results search on a search engine...Does that make sense? All I need is some ASP programming to produce those results. So at the top of the page is a list of links like this-- Virginia | North Carolina | Georgia | etc. When you click a link, it appends a var to the url that reloads the results but only for that state. So something like [login to view URL]
