Scoring Software for onsite events

This application is for horse racing. The client will be at the race track and will need to score data locally then later be uploaded to a server that will display race results. I need a client / server program that can do the following: Client: 1) Event Setup A. Enter in ID#s of racers in the race B. Setup Heats based on number of seats / racers 1. This needs to have 2 options a. manual b. random C. Enter in the number of races in each heat D. Determin a rotating "Pace Horse" for each race a. This must have 2 options 1. Assigned 2. Rotaing, based on a random starting point 2) Scoring A. Keep track of each race 1st upto 8th place 1. based on number of seats B. Assign a numerican value based on place C. Keep a running total of scores for each race 3) Finals A. Take a entered number of racers into finals 1. based on score in 2.A.1 2. Setup race as in 1.C / 1.D 4) Update all of the collected info onto a server at a later time when it can be connected to the internet. Server - web based. I do not have a host for this project yet so please let me know if your bid includes this. 1) Promotion - Have a promoters login where a promoter can promote their event. 2) Upcomming Event search - Users can search based on location or date for upcomming events 3) Event Results - Display results of events, searchable by date (month) and location 4) Racers Stats - What races a specific racer has been too, how they did in each race and so forth. I have found a site that does pretty much what I am looking for, however mine is for horse racing, not car audio. The web page is www.termpro.com. Termlab is the client software and the webpage being the server. I like how they graph out results per year and would like to have something very similar.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
