Experienced Programmers Needed To Build Website (Coding Only/No Designing)

EXPERIENCED PROGRAMMERS NEEDED:

I have an idea for a website, for which I am able to design all the site elements myself in photoshop, I just need an awesome programmer to bring it all together on the web. In an ideal world I would take the time to learn coding and do it all myself but, unfortunately, I am not in the position.

THE SITE ITSELF:

***I do not want to reveal too much about the website initially, but I will, of course, go into great detail if you are chosen for the project.***

1) Must be highly responsive.

2) Must contain a header with social media buttons.

3) Must contain a navigation bar that travels down the page as you scroll.

4) Must contain 5 tabs in the navbar, each of which direct the viewer to a kind of self-contained blog page. For example, if someone were to click the "movie" tab, it would take them to a page with only posts about movies, with the latest posts being at the top. The navbar must also have a search button.

5) Must contain a landing/home page that displays a certain number of popular posts. This page must also contain a certain number of "latest posts". For example, if a post was made recently in the "movies" section of the site, it would also show on the landing page.

6) Must have a login function, which would allow people to comment using a system such as Disqus, which upvotes/downvotes and such.

7) It would be great if people could log-in with facebook and comment/like/share. There must be a way for me to moderate comments as well!

8) I would like the website to have a boxed layout (rather than fullscreen) with a background.
