//DESCRIPTION: flash banner connects to an xml file, retreiving the news items to scroll across the screen/banner
ALL .fla files and a .swf emulation file are included

//Use the file "[url removed, login to view]" to construct your code in, which contains the design elements.
//use flash action script only, no seperate php or js sripts or files etc to be used.
//have the the data from the xml scroll right to left on the layer marked "xml data", in the same fashion as the emulator file we provided
//use code to vary the speed of the xml data scroll as opposed to the time line. Mark this code with a clear comment and instruction on how to increase or decrease the scroll speed code.
//"[url removed, login to view]" connects to url <[url removed, login to view]> (this url will change but we will update the url in the action script ourselves.)
//"[url removed, login to view]" reads the xml data and loads each <item> - <description> tag consecutively into a scrolling sequence, in the same fashion as the emulator file we provided. The number of <item> - <description> tags may vary but all must be played in order, from top to bottom, starting at the top again after the last bottom tag has been loaded (IE loop play all itmes & descriptions)
//each new item must have the arrow clip at the start of it, in the same fashion as the emulator file we provided
//"[url removed, login to view]" disconnects from the xml url and continues to loop the loaded data.
//"[url removed, login to view]" re-connects to the xml url every 15 minutes and re-loads xml data, deleting all previous xml data at the same time, starting the new load from the beginning.
//If the flash file can not connect to the url, it continues poling the url every 10 seconds until a connection with the URL is made.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
4) All copyright, licenses, royalties, ownership and various other rights associated terms and conditions for all code, database build and development will be retained by Frankland Media.
