I need a highly customized browser to be done along the lines of the old Neoplanet browser only very specialized to a certain area. The IE core is fine to use as a backend but it needs to be very graphical in its representation and needs several features built into it to include chat, boards, changeable sitenavigation, tabs, etc. Skinnable would also be a huge plus but is not necessary.
I need to be able to change the set of predetermined tabs (Lets call them channels) in the browser at any time for current and new users as well. Each channel would have a subset of changeable links from the server end as well. For example under the sports tab I would have several links that might change at some point. I need to be able to change those on the server side. The user needs to have the ability to add their own as well while not being able to change the standard set of tabs. This may not be quite everything but if you have seen the neoplanet browser in the past you have an idea of what I am after only much more specialized.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
