Loop a recordset within a looping recordset

I have two looping recordsets and one recordset loops within the other recordset. The ASP/ADO code does not seem to work as I get the following error:

I need someone to examine my code and help me figure out how I can get one recordset to loop within another recordset. Once I get this to work within an ASP page I would eventually create a Stored Procedure to run the SQL.

Here is some pseudocode which is an outline for what I am trying to do:

I am not able to provide the Database to the coder, but hopefully someone has done this before and can give me guidance.

Any help would be greatly appreciated (and rewarded). I will eventually need to turn this into a Stored Procedure later.
