Need JavaScript Dynamic Counter

I need an experienced javascript developer to develop a counter for me that will dynamically count down without having to refresh the webpage. In other words - I need the javascript to do the following things:
1. I need this javascript to query a database - I will provide you with the stored procedure - so you WON'T need to do any stored procedure programming. This stored procedure will provide you with all the counter details that you'll need.
2. The stored procedure will provide you with two values for every hour of the day - a start counter value and an "increment" value that your code will use to increment the start counter value. For example, let's say that you have "100" as your start counter value and "30" as your increment value. Which means that at the start of the hour your code should display 100 then after 30 seconds your code should change the value to 101 - then after 30 more seconds your code should display 102 - and so on... until the hour is up and process repeats all over again for the next hour.
3. Every hour has it's own set of these two values - which means that your counter will vary in speed from hour to hour. But your counter will dynamically count 1 to 2500 (approximately) within a 24 hour period of time. At the end of the day the counter will reset itself and start the process all over again.
4. Your code should take the server's current time (or the users current time) and use this time to calculate the counter's time that is to be displayed within a 24 hour period of time.
5. In addition, I also need some javascript code that will also count backwards from 2500 to 0 - this value should change at the exact same time that the first counter changes. In fact, this value is based off the first value - simple subtraction...
6. I also need both of these counters to work within the same webpage at the same time - in addition, I need both of these counters to display multiple times throughout the same webpage. I should also be able to format these counters as in the font style and color of my choosing...
