write a GPSGate device handler for itracksafe gps tracker

We have a GpsGate server installed on our server and we purchased some itracksafe mt1-nb tracking devices from China. These devices are not supported by GpsGate by default so we need someone to write a simple device handler that lets gpsgate process the commands from the device.
the command that the devices currently sending is:
*HQ,6028170568,V1,094237,A,3825.6171,N,02732.3115,E,000.00,287,031120,FFFFFBFF,286,01,50035,43979,10,19# GPS
the code after
*HQ, is the device ID
3825.6171,N,02732.3115,E is the GPS position
000.00 is the speed
