create an extension that modifies existing ios 5 browser functionality for ipad

We need a modified IOS 5 web browser for our Reviewers / Editors to use internally on the Ipad 2.

**Detailed Description**

The attached Photoshop details what all the app and buttons states should look like by clearly marking each layer.

Here's how it works:

When the User touches the address bar, there is a dropdown in addition to the keyboard drop(up). The Dropdown contains:

A) Social Media Data Showing the Number of:

* Facebook Likes

* Tweets

* Stumbles

* Linkedin Shares

B) Editable Title and Description (pre-populated from meta Data)

C) Timeline button (for News or Stable). This button has 3 states: Timeline, News and Stable. Tapping it changes state. If in the "Timeline" state, only Thumbsdown submissions are possible.

D) 34 Selectable Categories. Tap to select categories. Multiple categories possible. Buttons change state when selected. With 0 Categories, only Thumbsdown submissions are possible.

E) A Thumbs down or Submit Button (Thumbs down active until Both Timeline and At least 1 Category selected, then button switches to Thumbs Up / Submit)

F) A Settings area where the editor's email address can be stored and sent with every submission.

On submit, it sends the data (social counts, Title, Description, Timeline, Categories, editor-email if thumbs up, everything minus Timeline&categories for Thumbs down) to our DataBase, and redirects our editors (the application user) to the next page in database's cue.

We'd be interested in building off the closest thing to Safari for iOS 5. I know it's built on Webkit, but I'm not quite clear on if apple releases the source (like they are required to by the webkit license) or how the browser can be modified.

This application will be in house only (no app store necessary). but we still need a way toinstall it on a few ipads, will need this included with setup.
