Convert html/psd template to Wordpress Theme

I will be setting up a Wordpress Blog and PhpBB3 forum.
I have a template that I want to use. The template is html with a flash header. I need the template converted to work seamlessly with wordpress and again with phpBB forum.
I do not need any of the template to be edited, nor do I need the flash edited. I can do this and add it to the the location on both blog and forum templates.
The end product should be 2 templates, one for wordpress and one for phpbb3. You should add the relevant features required for each template to work with the forum or blog (ie loop, sidebar etc).
I do not need them installed, but I would like to be able to test them when you have finished.
