Create WW II Theme website

I need a website created that has a world war II theme.
This should be a Web 2.0 style site.
I have a template site(complete with original psd files) that I like the layout of but all of the colors and graphics need to be changed and my template is a basic HTML template(Not web 2.0)
The template site is attached as a jpg example so you can see what I have to work with. I want the site to be darker using black and red and white with white as a background(like the current site). You do not have to use the site template but can copy the layout.
The final site must look very nice, not a hack job.
The site consists of 2 pages, the main page and a sub page. There is no content at this time.
I will provide graphics which can be used for the site.
Webdesigner will need to change the colors of the existing site to make it darker using red/black/white colors, change the header graphic to fit the theme and show the website name, remove the login/password box.
Menu's and site must have a Web 2.0 design/look/feel which I can update through configuration files and add pages to, change menu items etc.
Final site should be ready for me to add my own text content and menus and to add additional pages to by either using config files or copying pages. I am comfortable editing HTML and config files.
I can edit photoshop menu buttons to customize them later so it is OK to use graphic menu buttons.
Site should not use all flash but if you want to use a very simple flash element in the header that would be acceptable as long as it is tasteful and not distracting. The site has some photos on the main page right side, those should be changed to icon type images that relate to the theme of the site(books, and wwII related images).
One of the web 2.0 features should be a popup that allows the user to download a pdf book. User clicks View Downloads, a center screen appears as background darkens, user clicks a pdf to download).
I am open to suggestions on the site and what to do to make it feel like a modern site. I need a framework site that I can add to later when I have my content. Basically, this site will offer downloads of ebooks, articles and photos.
Please let me know what you can do with this project and a link to your portfolio or example sites would be helpful.
