Adding / Deducting Amount To Total Checkout

Hi

We need some functionality adding to a clients website. Basically if the amount on the checkout is under 'X' amount it adds £2.50 to the total, and if the amount is over 'X' amount it doesn't include the £2.50 on checkout. The website runs a simple plugin for its checkout which can be seen here [url removed, login to view] which doesn't include this functionality so we need it adding.
