I have a web site that needs some enhancements.

This login is the same as the login that I give to my customers. This site allows my customers (car wash owners) to generate codes (8 digit numbers) to use as cards for marketing purposes.
The Prepaid section is working very well, we have 4 types of "Prepaid" marketing programs, and they are all very useful. The entire section of the web site devoted to "Fleet" cards is not working. I need to get it working as soon as possible. The original coder misunderstood my intent and did not code it correctly, and the last coder who worked on it made it so that the number generation routine no longer works for Fleet cards.

1). Correct the Fleet Account Section. You can gut the entire Fleet code and start over if needed. The Fleet sction should works as follows. Car Wash Owner creates Fleet account (For example Police). There should be an indication if the account is Prepaid or Bill to, and an overall credit limit assigned to the account. Then the car wash owner creates account numbers under that master Fleet account, and those card numbers when used draw down from (or add to) the master account's balance. The Fleet Owner should be able to log into the site to check on his activity, see his available balance, and assign card numbers to his employees. The site should show activity in sequential order subtotaled by card number (with employee name assigned to it next to card number).
2). Do you have any ideas on how to set up the accounts (Fleet and Prepaid) so that meaningful reports could be run. For example, if it is a bill to Fleet account, there should be a report that will detail Fleet activity for a given time period (run this report once for and it should summarize by Fleet Account). Then the car wash owner could send invoices to the various Fleets. When payments come in, he could post those payments to the account that would replenish that amount of the credit limit.
3). I want to charge my customers by active cards. How can we segregate or house the data such that when a card number is authorized, it is quick and not bogged down by expired cards?
4). An individual card owner can log in and check his card balance ([[url removed, login to view]][1] try card number 98184642. No password required, car wash id: AAD. I want a button to "Add Value." This will bring up unique offers that an individual car wash owner has defined to offer to his customers. We also need a way to accept payment. If I have 30 car wash owners, we'd need 30 different accounts so that each owner would receive the funds direct. Can you think of a way that is economical, and wouldn't require a monthly fee for use?
Please let me know if you have interest in my project and how you would go about solving the above problems.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
