Wordpress Ecommerce Site Updates & Customization

I need some layout updates done to my Wordpress ecommerce site www.statusfoe.com.
All of this I need to be responsive web design to look good on iphone and tablets. I need the home page and the other pages on my site to be centered on the browser, similar to [login to view URL]
Right now there are 2 nav bars, one on the left and one on top. I want to simplify and only have one on the top that would be fixed position and semi transparent like that on the site- [login to view URL] (another example is [login to view URL] )
It would always show on the top, no matter if you scroll down.
Under the nav bar would be a slideshow of images. I will be using [login to view URL] for the slideshow imagery though I will need it setup. I would like to have the images be large like on the site [login to view URL] (and [login to view URL])
And below that would be the footer that would include other small links, text for copyright, email signup (linked to my mailchimp account), etc. See the layout image.
Let me know how you would do all this, your expertise in Wordpress, and how you would make the design responsive.
