Build a website similar to freelancer in terms of functionality where people can bid on projects and release funds when they are happy, leave reviews and rate each other. The website would need to be similar to this one design wise as it will only be for answering questions :

so no need to upload any files - pretty much just text based
Someone posts a question, others bid on it, they award the work, the person answers and the money is released.
People should also be able to pay an amount that the person who has answered will set for each question they have answered to see the answer to a question which has already been asked before. I have no idea about how much that should cost so please quote.
