simple windows app that run commands on buttons click

i need a simple visual basic software that i can run on windows and it need to run a command on cmd.

-STEP 1:

first when software open it will chekc [url removed, login to view]

if file exist and if the content is: "START" app will start ( go to STEP 2)

-if [url removed, login to view] cant be accessed or content of it is "STOP", app will not go to step2 and will just show static message "ERROR: PLEASE CONTACT ADMIN"

STEP 2: ( check image)

app will have buttons: when u click on button it will run a command on CMD (in background) if u click another button then will stop last command and start the new command

-buttons need to be changed from keyboard (1,2,3,4,5, z,x,c,v,b)

-under buttons there is a text box, so users can type something there and it will be saved so next time user run app the text will be there.

-if user click preview button or CTRL + NUMBER(1,2,3,4,5) will show a popup with a url
