Writing a simple, command line program for Adobe DNG API

What I need is a windows command like program that receives a file in Adobe DNG format, and using the DNG API, changes the "PhotometricInterpretation" parameter to "LinearRaw", and saves the file with a prefix in the same location as the source file.
